The holding company of Charter One Bank has added a former National City and PNC executive to lead retail banking for the company.

Dennis A. Devine will start as executive vice president and director of retail banking for Citizens Financial Group Inc., parent of Charter One, on Feb. 16. He will be based in Cleveland.

Carrie Carpenter, a spokeswoman for the bank, said Mr. Devine's presence in Northeast Ohio proves that Charter One and this area are an “important part” of the franchise of Citizens Financial, which is owned by Royal Bank of Scotland Group and headquartered in Providence, R.I.

“Having someone at the national level based in Cleveland demonstrates that,” she said.

Mr. Devine, a former Jones Day attorney who lives in Brecksville, was an associate principal at McKinsey & Co. before he started with National City in 2005 as a senior vice president and financial officer. He served as the executive vice president of retail services and direct banking as well as executive vice president of business banking. In 2009, he became the West territory executive for retail banking for PNC, in charge of retail banking on Ohio, Michigan, Illinois, Wisconsin, Indiana and Missouri.

For Citizens, Mr. Devine will lead the retail operations in the company's 12-state footprint.

In a statement, Ellen Alemany, chairman and CEO of Citizens, said Mr. Devine will play an integral role in developing products and services that will enable the company to meet its goal “of becoming a top super-regional bank.”

After a six-month search, Mr. Devine replaces Maria Tedesco, who is based in Boston and is the company's director of business banking. Ms. Carpenter said as the company becomes more mobile, it is less necessary for employees to be based in the headquarters city.

“We're happy to have him here in the Cleveland office,” she said.
